The Federal Reserve Board released a memo oulining the proposed changes to the Home Mortgage Disclosure Act this coming April.

The Board estimates that the 3% spread being advanced for approval on next year's HMDA and CRA, will exempt 98% of prime loans. At the same time, it should require the reporting of pricing information on 98% of subprime loans.
